Purchased from a gentleman in France, this is another variation on a theme.
This Camus 8 tubeset, is the French version of the Tange aero sets promoted by Shimano to accent their Aerodynamic offerings in the early 80's. Shimano made these tubesets available to promote inovative designes in conjunction with thier Dura Ace AX, EX and 600 AX groups, These featured innovative aero dynamic brake calipers, and the unique dyna drive pedals platform with 1 inch instead of 9/16 axle holes, these provided awesome corner clearance and low center of gravity, along with the hidden bolt stems and aero seat posts. These were just a bit ahead of thier time.
Many other small and corporate builders produced frames with the same ovalized Aero tubing, and most had the tell-tale three tone blue decal set.
This particular bike was built by the Eddie Koepler company of Rouvignies, France.

Holy flipping cow. This

Holy flipping cow. This thing is unbelievable! Did you see that Shimano-branded bike with similar aero tubing and AX group? Have you ridden it at all?

Nishiki, 3rensho,Panasonic,

and too many small builders to count. This one is a tad small, but I've ridden it, it was so far ahead of its time. I need to remove and measure a few parts to see if its "normal" or oddball French measurements.
