If you ever find out the make I would be interested to know. My Belgian mystery waffle has similar lugs and BB shell and I cannot place it.

Added to 50.4 and A pretty penny clusters

A lot of Italian builders used heart-shaped lug cutouts, including Masi and De Rosa; but yours have those pointed lobes. The convex chainstay ends are another Masi thing, but those are widely imitated. Is there any kind of a serial number, or any cutouts on the bottom bracket shell?

And I'm assuming the paintjob is yours, not the original? Very pretty...

The bottom bracket shell has six hole cutouts. Four small holes on the outer and two bigger holes in the middle. There's a serial number on the BB shell 68838. Yes, not original, it's painted Metallic Copper.
