I have NO idea who built this frame. I have seen some Mondonico frames that look similar, but I'm pretty sure this isn't one of them. It rides like a dream though, and the wishbone seatstay looks awesome.

They're great so far. They were cheaper and lighter than Open Pros, and they feel stiffer than the Velocity Aeroheads I was riding before. They've only got a couple hundred miles on them so far, so I can't really speak for their reliability yet.
