I picked this up on Craigslist for 65dollars. The lights work great & it looks like it was hardly used in almost 30 years! So far I have done the following:
*swapped the old saddle for an old leather one I had
*swapped the cranks for an old SR set I had left over from my Trek
*removed the unused front down-tube shifter - the original owner decided to remove the front derailleur for some reason. Luckily the down-tube has only 1 braze-on, so removing the unused clamp-on one was easy :) - free
*removed the crusty benotto tape on the h-bars and used some spare cork grips & left over cloth wrap from some past builds - free
next I will be replacing the tires with some Pasella Tourguards 700x32c I have on my Lotus touring bike. The tires are a bit wide to accommodate the more narrow fenders on my Lotus so they need to be changed anyways. The Lotus will get a fresh set of 700x28 tires instead. - kinda free
Total cost so far: 65dollars
