the crank set is damaged. the rear hub's axel was bent so i got that replaced. not going to convert to a fixed gear. i ride a 53 and 54 frame so i mainly wanted this for the sake of having it. it seems pretty fucking old.

You might try converting to 700c wheels

That'll lower the standover height, maybe even enough to make it rideable. And alloy rims (instead of steel) will lighten it up a lot. Velo Orange carries sealed-bearing bottom brackets for French threaded frames; you'll need to convert the bottom bracket if you replace the cottered steel crank with a square-taper aluminum one.

You could also go to 650b, a popular wheel size for touring. At 584mm, it's a little smaller than 700c road wheels (622mm), and a little bigger than 26" mountain wheels (559mm). Smaller wheels gets you clearance for larger tires/fenders in the existing dropouts; you normally need longer-reach brakes (either calipers or centerpulls). Velo Orange, Rivendell, Harris Cyclery and Peter White Cycles have a lot of 650b-ish stuff.
