Not a road conversion IMO

The bb looks higher than on a road bike

Looks like a track frame to me...

The clearance between the wheels and tubes (rear wheel and seat tube) and front wheel and down tube) are pretty tight. Usually with road bike conversions, they aren't that tight. Thus this wheelbase must not be too long either. I've seen other Holdsworth track frames and this is the same color and general shape as the other track frames.
