Perhaps you'll consider

Perhaps you'll consider something other than deep V wheels? The bike has such a nice vintage look now. Deep Vs might make it look like everyhing else out there. Maybe Mavic Open Pro rims? They're in the same price range, have a good strength to weight ratio, and would mesh well with your setup. Just my $.02.

Andante Bicycles is still in business. The owners name is Mauricio, and he still makes custom track bikes. He also makes wheels to any specs, and can get many track specific items. I recently ordered a new set of track wheels from him.

New Andante frame:

I just purchased a new Andante frame from Mauricio. It's easy to work with him, but since the frames are built in Colombia, the turn around time is about two to three months. His costs are very reasonable for the service he provides, which is excellent. I paid 0 for a Columbus CroMoly frame and fork. Also, he can get some hard-to-find track parts for a low price.
