    brakes with those types of brake hoods should only be used on drops and placed right at the spot where the curve is at.

    Actually, lot of 1980s time trial bikes used road levers placed exactly like that. As evidenced by this totally sick Colnago Master Krono from the 1988 catalog:

    But to the OP: we really need better pictures of the bike to get a hint as to what it might be. Closeups would be great. Also things like what threading the bottom bracket shell is, what size seatpost, any remnants of a tubing sticker, etc. really help out in identifying a bike.

    My guess would be its something Italian from the late 1980s.
