Buffed the parts thoroughly, find a plating shop in your area and have them black hard anodized, it's the only way to have a nice long lasting finish.

I do not know, I have access to a plating dept where I work and they do small jobs for me on the side. Your best bet is to inquire to a plating shop in your area and ask, I would say around fifty to a hundred dollars would do the trick. Powder coat is another option for your stem but it won't last on the crank.
