whoa looks very similar indeed. i think yours may be a bit nicer. 80s? mines just a 103, had a really hard time getting info on it. bike forums everywhere were disagreeing. some thought it was a early carbolite, before they called it that. others a UO10, but features the frame has contradict. oh well. brothers they are. what does the black writing say on your toptube

I think your bike is closer to mine (they both say "course" on the top tube) except for yours is HUGE! Nice conversion, anyways.

She'll be nice when you finally get her going... My first fixie was a Nishiki conversion similar to your peugeot's color except that it had a chrome fork. I myself have just completed my keirin build. I'm eager to see how yours turns out. Keep us posted!
