Keirin frame with brakes

I was surprised too. I bought the frame directly from an ex-Keirin racer. It's got the NJS stamp under the bottom bracket so it's the real deal. The cable hangers and drill holes are definitely from the factory.
It must have been made for cross-training on the road?
