Spray the stem vigorously with 10W40

Spray the stem vigorously with 10W40, let it sit for at least an hour and spray some more. This should loosen it up. Get rid of your rear quick release and replace it with bolt. It's pretty dangerous riding fixies having vertical drop-outs and let alone with quick release. Definitely, not a SMART idea. - jähzorn - Have a SAFE n' FUN RIDE !

You should upgrade your

You should upgrade your crankset/BB. The crank arm should be one piece with the spider. Your crank arm is connected to the spider, so that over time, you may break this apart. No Good!
