The front steer tube bends if I pull on it, does that count as suspension?

I love this bike with a burning passion. I ride it to the hospital where I work every day, fold it up and keep it in my office. The gearing is a little lame some times, 90RPM == 20 MPH, so I basically ride it like a single speed most of the time.
