That frame look awfully like a Spartan. I think its the fork and that bridge.

It does but I noticed that you can slam your wheel into the dropout I can't, the rear bridge won't allow me to because i was told that it was made for 700c x 21 tires, infact were it is right now in the drops I can't move it anymore and it's almost at the very end. Do you have a pic of the front lug on the downtube part mine has a lug cutout that i cant make out
