I bought the frame in the mid '70s from a friend that had won it in a bike race. I put a new Campagnolo track group on it in 1976. Pretty sure the tubing is Reynolds 531. There were no decals from the framebuilder, it may be a Dangre/Starnord/Paris Sport since the race was in the mid-Atlantic region of the U.S., and the Fraysses contributed many prizes in that region. The builder apparently added the points to the BB shell and fork crown. Lugs look like fairly standard Prugnat. I repainted the frame in the late '70s, it originally was a fairly flat red

Gitane...

Maybe? My Gitane Team Pro has similar cut outs in the lugs near the head tube and it's Reynolds 531P.

NM- just looked at the Gitane and the cutouts are quite different.

sadly, it's never been

sadly, it's never been ridden on the track, and it's pretty much destined to remain wall art for the foreseeable future. I used to live 10 hours from a track, and now 3, so it was always too much to get it there. I have ridden it, but not much. I had a set of road wheels I used to ride it with which are long gone. Those tires do actually hold air, but they aren't glued on.
