I couldn't figure out where

I couldn't figure out where they were trying to go with those cranks. 4 bolt cranks can't really be any cheaper than 5 bolt, can they? That was the first built fixed gear that really came stock with the 31.8 bar and stem, so i give them credit for that, but the cranks confuse me.
