I found the frame in a junk heap at a shop that rebuilds old bikes. It was in bad shape. Ugly red spray paint, few usable parts. After lots of detective work by the Classic and Vintage board at Bikeforums.net, it was determined to be an old Medici touring bike. Medici was a southern California company that built high-end road frames from the late 70's to the mid 80's.
I stripped the paint and built it up with parts from my other fixie.
My plan is to have my first grade students apply some color to the black frame this year. I promised them they could paint a bike, and behind is toast if I don't let them paint a bike which they subsequently see me riding.
