Where did you get that Kusuki stem? I have one too and I have never seen another. Also Im pretty sure you shouldn't worry about skidding on tubulars. That thing looks pretty velodrome specific

If you're planning to skid-stop, you might want to try a different ratio... 48/16 gives you exactly one skid mark (or two if you're ambidextrous), meaning your tires will wear out very quickly. 48/17 will give you 19 skid patches if you're ambidextrous.
