Hed 3 Carbon is the name of the rim that looks like the don't have breaking surface, but they do! the sidewalls are black carbon and is only available for tube's and should as Hed say's be used with carbon break pads.
Kick ass bike man! but i think it would look better without the Hed and instead just two gold deep's.

That question kills me all the time.

HED3s came DIRECT FROM HED, with machined sidewalls. The ones that did NOT have the machined walls were the TUBULAR MODELS. HOWEVER, there are also tubular HED3s out there that did COME with machined walls.
