Originally purchased by Tomasz Radzikowski in 2007 for the 2008 Florida State Track Championships where he took second in the Match Sprint to a former world record holder.
Recent information I received directly from Orbea:
"That frame is a Lobular Pista. The tubing is Columbus Lobular which is a tubeset designed by Columbus in conjunction with Orbea. We're the only company that has used that tubing. It is a 7000 series aluminum that has been drawn and shaped to improve power transfer at the bottom bracket (thus the oval shape at the top of the down tube chainging shape and flatting out at the bottom bracket). The wing at the head tube is to improve stiffness of the front end since track racers generally put a lot of force into the handlebar while steering. As far as who the frame may have been originally made for, it's pretty likely that if you bought it second hand it was either a custom order for the person you bought it from or was a stock frame. We did actually carry that frame in stock for a little while. Either way, I dig the set up you've got going. I've been racing mine for a couple years now (on and off) and have used it several times in the local time trials. Have fun with it and keep the rubber side down!"
