Great bike for buzzing around Horie and minami osaka, very slow gearing! My mamachari is faster....
Nakagawa makes some of my favorite frames, but never applied for NJS certification as far as I know. Mainly used by amateur racers in the Kansai area of Japan, the builder is more interested in road frames, but has a deep history of building 24 inch front wheel funny bike frames.
