Update on this bike. Bought a track wheelset but the way the fork is I can't get the front on at least without shortening the axle or taking the axle out and assembling the wheel in the fork (fork has an axle hole rather than a dropout). I did ride it a short distance with the rear installed with a skiptooth cog and the original front (tire not glued on and cracked spoke holes) and it seems straight. Removed most of the green gunk paint, the original blue is pretty rough so I think I'll powder coat the frame and nickel plate the parts. Have found one wheel with a decent wood rim, hoping to find 2 more and build a track wheelset and a coaster brake rear to swap out.
An ebay seller told me Guarantee was a hardware store and back then if you bought so many bikes they would custom badge them with your name. Not sure if that's correct, but sounds reasonable.
