i didnt know cervelo made lugged frames ever. do you think it is possibly repainted with new decals? either way its totally rad!

That's what I was thinking. To my knowledge, Cervelo has never made a steel bike. The history of the company can be viewed here, if you're interested: http://www.cervelo.com/content.aspx?m=About&i=History

For a firm that states, "We wanted something that was unbeatable in aerodynamics yet sacrificed nothing in weight or stiffness, and unfettered by issues of marketability.", I would be extremely surprised if they built what looks like a traditional, lugged steel bike.
