General: does anyone know if sugino 75 brackets fits on any kind of cranksets ?

no they dont actually, but you don't necessarily need sugino 75 cranks. There will be a measurement called the spindle length, that is the measurement that dictates the cranks you can use. -

It all depends. Historically, most Sugino BBs used JIS taper, which is the common taper for Asian manufacturers. But the Sugino 75s (and all their NJS-certified BBs/cranks) use ISO, which is otherwise only used by European manufacturers: Miche, Stronglight and (especially) Campagnolo. I'm not clear why NJS uses the same taper as Campy; I'm guessing because Campy has the cachet. If Sugino makes BBs that use Campy taper, maybe people will buy slightly-less-expensive Sugino 75 BBs to use with their pretty Record Pista cranks.
I'm assuming you want all this for trackie purposes? You could use a Sugino 75 or other NJS-branded crankset, but you'll pay a pretty price for it. You could also use a Campagnolo/Miche/Stronglight pista crankset - or fixiefy a modernish Campagnolo/Miche/Stronglight road crankset, which is a lot cheaper.
As always, Sheldon has the answer. Short version: If you use a JIS crankset on an ISO BB spindle, the crankset will end up about 4mm closer to the chainstay than normal, if spindle lengths are equal. If it's an ISO crankset on a JIS spindle, it'll be about 4mm further out. You can use this to fine-tune the chainline, but it means you have to do extra math. -

The miche pista crank uses a 107mm spindle and the sg75 bottom bracket has a 109mm spindle length which would lead to a chainline that isn't straight.
Campy pista cranks are way more expensive than a sugino 75 crank.
I don't know anything about the stronglight, though.
If you look hard enough, you can find some new sugino 75 cranks for $160-175 and then get a non-njs 144bcd chainring if you want to spend less money. All City and Fsa both make less expensive 144 chainrings.
Or you could look in the for sale section of this website and you are bound to find some used ones.
