$100? call around.
edit: just sell the frame you have and put that extra money it would cost to buy a track frame. no use in ruining a perfectly good road frame. -

The downside is that it will probably lower your bottom bracket and slacken your steering angles slightly, because the axle location changes. I don't know if the possibility of pedal strike and Cadillac handling is what you are after. If you have horizontal dropouts, I would keep them, as the "horizontal" slot is in line with the brake bridge, so you can change gear ratios without having to re-adjust the brake pads. If you have vertical dropouts, i would still do horizontal dropouts instead of track ends so that the axle position doesn't change as much as it will with track ends. -

They're called track ENDS fool not dropouts!
I kid I kid. They are called ends though. Note your rear wheel doesn't "drop out" of them when you loosen the axle nut.
I would listen to skidmark on this one. Track ends on a road bike just don't make a lot of sense. If you want a track frame then get you a track frame, if you wanna turn your road bike into a fixed gear horizontal dropouts work perfectly for that. -
