    So I found an 18 hole front ultegra hub in my dads part stash. He says I can use it if I get a rim for it. Does anyone know of a reasonably priced 18 hole rim? I know they exist, but I just can't find them in any stores.

    Gotta order one through your LBS. No retailer (brick-and-mortar or online) is going to stock something like that as a regular item, because the demand's too low. Most people are not finding 18-hole hubs in their parts stashes.

    Of course, if there were more 18-hole hubs around, there would be more 18-hole rims - and vice versa.

    i have an 18 hole phil wood hub laced up. does anybody know anything about this phil?

    My understanding is that Phil Wood will custom-drill hub flanges for you, for an additional charge. It's probably the only way to get a replacement hub for all those paired-spoke wheels (Rolf and Shimano f'rex), or for for the Campagnolo 3-up hubs.
