I recently discovered that I had a wrong size seatpost in my frame that was .2 too small which allowed water and gunk to get inside the tubing. I was wondering what should I use to prevent rusting/ how to clean it out?

Take crank off, BB out; let frame dry, then see how much rust is really in there. If it's just surface, you're OK. Then apply healthy dose of J.P. Weigle's Framesaver, an oil-wax mixture that coats the inside of the frame. It's my understanding that it will encapsulate any rust that's present and stop it from growing as well as protect unrusted tubing.

Note that application is a little messy, and it's best if you strip all parts off the frame. Framesaver is sprayed into the frame through the toothpick-sized holes that allow the tubes to vent condensation. You then flip the frame in various ways to make sure the inside of all tubes is evenly coated. Not easy to do with the wheels and such still on!

Once done, it seems to do the trick. All my bikes live in Boston and are ridden through the worst salt-encrusted muck every winter. So far, so good.
